Yima city uses the electricity cost saved by energy conservation and consumption reduction to pay the investment cost of the enterprise, and the energy-saving enterprise is responsible for the maintenance and other expenses within 10 years after the street lamp renovation, thus realizing zero government investment, effectively reduced the government's financial burden. The street lamp reconstruction project implemented in this city is the first attempt of EMC mode in Sanmenxia area.
